California’s recent rolling blackouts point out the unprecedented challenges of maintaining reliability while procuring enormous amounts of storage, solar and other renewables to transform its energy industry.

Even as CCAs expand their reach in the retail market, new procurement and planning processes are certain to impact both in-state and out-of-state suppliers in the wholesale market.
